Abstract: Based on the grounded theory and logical analysis, this paper combs the interview data of 21 outstanding headmasters in China, in order to explore the core characteristics and realistic value of their physical education conduct. The study suggests that the core characteristics for headmasters’ physical education conduct including full of school sports education concept of "cognitive", excellent school sports governance "leadership", and "execution of work" of school physical education reform and science, and then reflecting the students' all-round development, changing the concept of teacher education, enriching the campus cultural environment, and build a national rejuvenation of great practical value. In the new time of deepening school physical education reform, it is necessary to let headmasters perfect their personal physical education conduct in vocational training, learn from others' physical education conduct in example learning, and then standardize their own physical education conduct in policy implementation.
