摘 要：采用实证调研、逻辑分析等方法对 JX 市“运动家”社区典型案例所呈现的建设思 路、运行机制、治理成效等进行深入剖析。研究认为，“运动家”社区实践的核心逻辑为政社两端 的精准激活，即以需求为导向激活政府的提质逻辑和以资源为导向激活社会的聚力逻辑，数字技 术赋能的本质为基层体育治理主体基于数字技术组合赋能，积极寻求基层体育更高可治理性而进 行的复杂的变革过程；数字技术赋能基层体育治理的创新，需要从认知、应用、规范、保障层面 提出解决之道，以实现基层体育治理能力现代化。

 Abstract: By methods of empirical research and logical analysis, this paper makes an in-depth analysis on the  construction ideas, operation mechanism and governance effectiveness presented by the typical cases of "sportsman"  community in JX city. The core logic of "sportsman" community practice is the precise activation of both ends of  politics and society, that is, the demand-oriented activation of the quality improvement logic of the government and  the resource-oriented activation of the cohesion logic of society. The essence of digital technology empowerment is  a complex governance reform process carried out by the grassroots sports governance subject based on the  combination of digital technology empowerment to actively seek higher manageable rationality of grassroots sports.  The innovation of grassroots sports governance empowered by digital technology needs to put forward solutions  from the aspects of cognition, application, standardization and guarantee, so as to realize the modernization of  grassroots sports governance ability.
