(Department of Investigation，Hunan Police Academy，Changsha 410138，China) Abstract: The qualification of gender minorities challenges the traditional binary sports competition rules and shocks the original sports management order. The essence of the conflict is the conflict between the internal and external value of the sports.By comparing the advantages and disadvantages of different solutions based on the internal value of sports and the external value of the sports, it is really difficult to balance the entity value by the analyses of interest conflicts and value balance among these. It is suggested to try procedural law perspectives, by developing scientific, fair procedures, establishing an independent qualification committee with internal and external combination, paying attention to the procedural justice of the decision-making process and adjusting the competition rules by not harming athletes’health, protecting the athletes’right through full program participation and program selection.
