Hence, the authors intro-duced the full life cycle theory, and divided public sports venue service outsourcing projects into preparation stage, negotiation stage, implementation stage and feedback stage. On the basis of analyzing the current situations and ob-jectives of development at different stages, the authors refined main factors that affect the quality at various stages, and tentatively built a public sports venue service outsourcing comprehensive quality evaluation index system.
