| （Department of Leisure and Management，Guangzhou Sport University Guangzhou 510500，China） Abstract: National fitness equity refers to that the government provides residents with basic fitness services in a cer-tain form. National fitness in China is in an inequitable conditions in terms of starting point, process and result; the missing of government responsibilities is the root cause for national fitness inequity in China. Government responsibil-ity returning to the national fitness area is not only the inevitable result of the government’s public power, but also the objective requirement of national fitness product externality, and the necessary condition for correcting market failures. Under the market economy system, the government’s responsibilities are limited responsibilities, which include eco-nomic responsibility, planning responsibility and supervising responsibility. Economic responsibility is the primary re-sponsibility for national fitness equity; planning responsibility is the institutional condition for realizing national fitness equity; supervising responsibility is the assurance condition for realizing national fitness equity.
