| （1.School of Physical Education，Shaanxi Normal University，Xi’an 710062，China；2.Graduate School，Beijing Sport University，Beijing 100084，China） Abstract: From the research perspective of “institutional ethics”, the authors carried out an academic retrospection on the signs of soccer corruption, and thought that the extreme tendency of tool ration, the dominating intervention of administrative power, and the missing of traditional official standard culture and institutional humanistic cares, are the fundamental reasons for the soccer institution to lose its ethical connotations. The authors further demon-strated that only by realizing the “fairness” in terms of interest distribution and the “universality” and “self consis-tency” in terms of procedures can soccer institution construction fully embody the “kind” ethical connotations of the soccer institution.
