| （Department of Physical Education，Huaihua Institute，Huaihua 418008，China） Abstract: By probing into such two issues as the meaning of health first and how to understand health first, the au-thors put forward the following opinions: health first is an overall guiding ideology set forth by China in the process of capacity education; correctly understanding and recognizing its scientific connotations is the basic assurance for establishing the grand view of health and implementing health first in scholastic physical education; scholastic physical education should fully exert its unique functions in the process of people cultivation, and focus on enhanc-ing student’s sports capacities, so as to boost the realization of capacity education objectives.
