(1.Department of Management, Shanghai Institute of Physical Education, Shanghai 200438,China; 2.Department of Basic Thoory, Shandong Institute of Physical Education, Jinan 250002,China) Abstract: After a period of time of rapid growth, the sales volume of sports lottery in China has recently entered a relative steady “stagnant period”.The main reasons for such stagnation are simple game rules and low money return rate. In order to expand the sales volume, we must create new ideas and innovate actively, so as to bring new energy and content to sports lottery. It is conductive to the development of sports lottery undertaking to readjust the proportion of allocation of sports lottery revenue and to increase money return rate.
