Abstract: This paper points out the difference between the ground track field in elementary and high school and the ground track field for competition based on the character of physical education of elementary and high school, puts forward construction criterion, using and manage plan, suggests to solve professional problem of building and managing school's ground track field through system for contracted responsibility.
